The official human front door to accepted Phase 1 HTML authority. Each open slot is filled only when an HTML has been owner-accepted. This page points to authority; it does not duplicate or redefine it.

Use separate index entries only when a state needs its own accepted HTML. Examples: restricted, conflict, partial success, reauthentication, destructive confirmation, bulk mode, duplicate/merge, credential expiry.
Responsive Authority
Each accepted slot records whether the linked HTML proves desktop, phone, both, or relies on a separate responsive authority. Tablet/intermediate is cross-referenced only when materially distinct.

Output 04 Close Gate
The index becomes complete only after the authority set is complete- Every Required Output 01 authority has an exact accepted HTML path or explicit Not applicable ruling.
- Every separately required Output 02 state authority is linked.
- Desktop and phone authority from Output 03 are cross-referenced.
- No draft, historical, or superseded artifact is represented as current authority.
- Every accepted entry has a clear version.
- The index points to authority instead of recreating it.
