Special-State Authority

Use separate index entries only when a state needs its own accepted HTML. Examples: restricted, conflict, partial success, reauthentication, destructive confirmation, bulk mode, duplicate/merge, credential expiry.

Responsive Authority

Each accepted slot records whether the linked HTML proves desktop, phone, both, or relies on a separate responsive authority. Tablet/intermediate is cross-referenced only when materially distinct.

  • Every Required Output 01 authority has an exact accepted HTML path or explicit Not applicable ruling.
  • Every separately required Output 02 state authority is linked.
  • Desktop and phone authority from Output 03 are cross-referenced.
  • No draft, historical, or superseded artifact is represented as current authority.
  • Every accepted entry has a clear version.
  • The index points to authority instead of recreating it.
  • Owner accepts the Phase 1 Authority Index.
